This Windows7 (maybe Windowv Vista?) error id is caused by trying to access register operation (regsvr32 any.OCX) without sufficient permission. No matter if you are logged to your computer as administrator user. YOU NEED TO RUN COMMAND LINE AS ADMINISTRATOR. Simply hit Ctrl+Shift+Enter instead solo Enter key for confirming „cmd“ while running command line. No change on the output, just in behavior.
